Combined with the overall development idea of "water and electricity as the core, equal attention of new energy and water, coordinated development of industry integration", this paper takes the effectiveness and pertinency as the goal to help the companies construct the team of high-tech talents and high-skilled talents and realize the win-win situation of staffs' personal goals and companies' goals.%结合“以水电为核心，水、火新能源发电并举，产业一体化协同发展”的总体发展思路，以实效性和针对性为目标，针对员工技能培训的策略展开论述，实现员工个人目标和企业目标的双赢。
