重庆地票制度运行现状与改进建议

摘要

As a system innovation of Chongqing urban and rural comprehensive reform, the land coupon system is helpful to optimizing the configuration of urban and rural construction land and illustration the value of the assets of rural land. Some mishaps also have been exposed since the land coupon system ran 5 years ago, such as insufficient consideration of social security function of rural housing land, quality of reclamation land can't be guaranteed, the price fluctuations damaged the interests of some farmers who reclaimed their rural housing land and some land units. Based on analysis of the land coupon system operation mechanism, combined with research situations, this paper gives advices such as enriching forms of compensation, changing market transactions to administrative regulation and strengthening acceptance check of reclamation land for making the land coupon perfectly.%地票制度是重庆统筹城乡综合配套改革的一项制度创新，有利于优化城乡建设用地配置、显化农村土地资产价值。重庆地票制度运行5年来，也暴露出一些问题：宅基地社会保障功能考虑不足、复垦耕地质量得不到保障、价格大幅波动导致部分复垦农户和用地单位利益受损等。在分析重庆地票制度运行机制的基础上，结合实地调研情况，从严格复垦条件、丰富补偿形式、改市场交易为行政调节、加强复垦耕地验收等方面对完善地票制度给出了建议。
