The first-stage construction of commonweal construction of Minxin River has excellent effects, but there are also some shortages. This paper introduces the design and improvement of the second-stage construction of Minxin River.%公益性工程民心河一期工程建成后虽然功效显著，但也暴露了一些不足，文中简要介绍了民心河二期工程的设计改进。
