沈北新区自2006年成立以来，回顾多年建设历程，经济社会发展实现了历史性的跨越，为下步加速发展、全面开发建设奠定坚实基础。目前沈阳新时期战略性发展新形势和沈北新区发展的内在需求促成和强化了新区城市转型发展的条件，作为拉开沈阳市北部区域联动发展的增长极和新引擎，以及未来城市空间向北拓展的重点核心区，沈北新区将面临新的发展机遇来实现“二次飞跃”。本文将在深入总结回顾近十年发展经验的基础上，适应新形势，抢抓新机遇，谋划新发展，明晰发展目标与规划定位，积极探讨有效实践城市转型发展背景下的产业转型升级与城市空间演变的发展战略，并有效应用于规划实践当中，以期尽快实现新区历史跨越。%Review the construction process for years, since Shenbei New District was founded in 2006, the economic and social development of it realize the historical spanning. That lays a solid foundation for the next development and comprehensive development. At present, the new strategic development situation in the new era of Shyenyang and the internal demand of the development of Shenbei New District facilitate and strengthen the conditions of the city's transformation development. As the growth pole and new engine to promote the region linkage development of northern Shengyang and the important core of the city's expansion to the north, Shenbei New District faces new development opportunities to realize "the second leap". Based on the in-depth summary and review of the development experience in recent ten years, this paper puts forward that the city should adapt to the new situation, seize new opportunities, find new development planning, clear development goals and planning orientation, actively explores the development strategies of the industrial transformation and upgrading and the city space evolution under the effective practice of city transformation development and effectively applied the plans in the practice to realize the new history across as soon as possible.
