太湖流域总量监控与风险预警平台建设研究

         

摘要

This article mainly takes Caoqiao River, Yincun Port and Taige Canal in Taihu basin as the research demonstration. The research includes main water pollutants discharge risk source monitoring system, main water pollutants emissions and environmental risk monitoring network construction, main water pollutant total amount dynamic monitoring and evaluation system, main water pollutants cumulative environmental risk early warning and traceability technology research and demonstration. The basin-area-control unit three-level main water pollutants total risk monitoring and early warning platform is established. The project construction objective is to realize monitoring of 90% of the pollution resources in Taihu basin (Jiangsu). Early warning demonstration is carried out in typical catchment channel and Inflowing rivers, and the research results are jointly operated with the water environment regulation and river water quality monitoring work through management system, to promote the operation of related evaluation technical standard and risk early warning management platform . This article briefly introduces the content of project construction and expounds the practical significance of the construction.%本文依托项目主要以太湖流域漕桥河、殷村港、太葛运河三条入湖河流为研究示范,研究包括主要水污染物排放风险源监控体系、主要水污染物排放总量和环境风险监测网络构建、主要水污染物排放总量动态监控和评估系统、主要水污染物累积性环境风险预警与溯源技术研究与示范等内容,建立流域、区域和控制单元三级主要水污染物总量监控和风险预警平台.项目建设目标是在太湖流域(江苏)范围内实现90%主要水污染物风险源监控,在典型汇水通道和入湖河流开展风险预警示范,并将研究成果通过管理制度与水环境监管、流域水质监测工作并轨运行,推动相关评价技术规范、标准和风险预警管理平台的业务化运行.本文将简要介绍项目建设的相关内容,并阐述其建设的实际意义.
