水电工程移民安置方式直接关系到移民的居住权和生存权,选择切实可行的移民安置方式是移民生产生活得到保障的基础,亦是移民工作的重要内容和关键环节.移民生产生活水平预测是一个关系资源、经济、环境等多因素的复杂系统,其预测成果能否满足规划目标是判别移民安置方式是否可行的前提.目前,我国水电工程移民安置的重点在农村,不同区域的移民,生产生活现状条件差异较大,可供其选择的移民安置方式也不同,本文通过分析各种农村移民安置方式的特点,探讨其移民生产生活水平预测方法,提供一种科学选择移民安置方式的思路.%The migrants resettlement mode of hydropower project is directly related to the right of residence and the right of subsistence of the migrants. It is also the important content and the key link of immigration work to choose the feasible resettlement mode. The forecast of production and living is the prerequisite for judging whether the resettlement mode is feasible. It is a complicated system with many factors such as resources, economy and environment. At present, the resettlement of hydropower projects migrants in China is mainly focused on the different conditions of resettlement, production and living conditions in rural areas and different regions, and the resettlement methods are different. In this paper, by analyzing the characteristics of various rural migrants resettlement modes, the method of forecasting the production and living of migrants are discussed, to provide a way to choose the mode of resettlement.
