The nature of the risk social sharing of SME technological innovation is to reduce or eliminate the risk of innovation, as well as the support for SME, social progress. Practice shows that the differences and conflicts of interest are the biggest obstacle in the risk-sharing of SME technology innovation. Taking Jiangsu Province as an example, the paper analyzes their system practice, concludes that Jiangsu Province carries a series of beneficial system exploration, but still there are many deficiencies, such as the system marginalization and lag, imbalance of system factors configuration, unsound system constitution. Finally the paper puts forward some policy suggestions:foster social risk culture of SME technological innovation, enhance the status and effectiveness of the system, combination of social governance and market governance under the guidance of the government, improve the system functions and institutional hierarchies and build institutional ecology.%中小企业技术创新风险社会分摊的本质是创新风险的降低或消除,以及对中小企业的扶持,社会的进步.实践表明,利益分歧与冲突是中小企业技术创新风险分摊治理的最大障碍.本文以江苏省为例,对其制度实践进行分析研究,得出江苏省虽然进行了一系列有益的制度探索,但依然存在诸多不足,如制度的边缘化与滞后性、制度要素配置不均衡、制度构成存在缺漏,提出培育中小企业技术创新风险社会文化,提升制度地位与效力,政府指导下社会治理与市场治理相结合,完善制度功能、制度层次结构和构建制度生态等对策建议.
