摘要

Taizhou Logistics and distribution center project plans to carry out low impact development measures, in order to ease the rainwater discharge, storm water runoff pollution and resource use. However, Low Impact Development measures have many problems, such as large amount of initial investment, low economic returns, strong externalities concept. Therefore, it is difficult for the government to carry out LID measures. On such background, LID measures which can satisfy design standards and regional developments demands are firstly put forward, secondly they are qualified and lastly the paper shows out good economic, environmental benefits and significant social benefits.%台州卷烟物流配送中心项目设计低影响开发措施,以缓解区域雨洪排放、径流污染和雨水资源利用等问题.但是低影响开发措施存在前期投资额较大、经济收益率低、外部性强等问题,因此其在实施和推广过程中可能存在"政府失灵"的现象.为了解决上述问题,文章首先确定能够满足相关设计规范和区域发展要求的低影响开发措施方案,其次定量化研究低影响开发措施的成本和效益,研究最终表明项目在采取低影响开发措施后,可取得良好的经济、环境效益和显著的社会效益.
