可原谅工期延误对PPP项目收益的影响机理及防范

摘要

为帮助项目公司合理规避收益损失,以PPP项目收益为研究对象,研究了工期延误对PPP项目收益的影响机理;并辅以算例计算可原谅工期延误引起收益的减少值,以验证其影响机理及因素;最后提出合理规避收益减少的防范措施.研究结果表明:①PPP项目收益减少的根源在于可原谅工期延误引起的建设期资金成本的增加以及运营期的缩短;②防范工期延误造成PPP项目收益的减少,关键在于理清工期延误的责任归属;③PPP合同的限定以及建设期对于工期延误事件的及时处理是合理规避收益减少的有效措施.%This paper focuses on the income of PPP project. Choosing one of the factors—extension of time (EOT), this study explores the mechanism of influence of EOT on the income of PPP model, performs example calculations for the decrease of income caused by excusable delay, validates the influencing mechanisms and factors, and proposes preventive measures at last. The study indicates that: ①the decrease of income is rooted in the increase of the capital cost and the shortening period of the operation during construction due to EOT; ②To prevent the decrease of income caused by excusable delay, the key is to sort out responsibility for the delay of the project; ③The restriction of PPP contract terms, timely treatment to construction delay events are effective approaches to controlling the decrease of income of PPP model. The study intends to provide theoretical support for SPV to prevent the decrease of income.
