基于BIM的PPP项目全生命周期监管平台建设研究

摘要

China's relevant policies and regulations require that each PPP project designate a government agency or public institution as the implementing agency to oversee the whole process management of PPP project. Such decentralized supervision system may lead to the drawbacks of bull management or even absence of management, so that the public interest is difficult to protect. Therefore, this article intends to take the regulatory requirements of PPP projects as a starting point, and uses the function analysis and the realization path to establish a set of BIM-based PPP project life-cycle regulatory platform to improve the government supervision efficiency of PPP projects and protect the public interest of the project in life cycle.%我国相关政策规定每个PPP项目均需指定一个政府机构或事业单位作为实施机构,负责监管PPP项目的全过程管理,而这种分散的监管体制可能会导致多头管理甚至管理缺位的弊端,造成公众利益难以保障.因此,本文拟以PPP项目监管需求为出发点,利用功能分析和实现路径建立一套基于BIM的PPP项目全生命周期监管平台,提高政府对PPP项目的监管效率,在项目的全生命周期内最大程度保障公众利益.
