General contracting management of construction market is applied and promoted widely in current situation. As a mature contracting mode, design-build contractor is applied abroad more and more. Based on the actual construction,the engineering-procurement-construction management and domination of new Mengmen coal special railway is discussed.%当前形势下，总承包管理在建设市场得到了广泛的应用和推广，设计施工总承包在国外已经是一种成熟的承发包模式，且其应用的越来越多。本文结合工程实例，主要对新建孟门煤炭铁路专用线工程设计、施工总承包项目管理和控制进行了探讨。
