党的十九大在大会的主题、新时代的内涵、党的历史使命、国家发展目标等的确定上,都使用了"中华民族"概念,从而使中华民族得到前所未有的凸显.这样的凸显,既是政治决策的产物,也有着深刻的历史根据.回溯中国近代以来的历史可以看到,在民族国家构建、国家陷入深重危机、实行改革开放并促成社会深刻变革、中国特色社会主义进入新时代等若干历史紧要关头,中华民族问题就会被历史凸显出来,并发挥着无可替代的重要作用.这表明,在中国由传统文明向现代文明转型的过程中,作为一种社群形式的中华民族,既是重要的文化资源,又是不可或缺的组织资源,其形成和发展都是必然的,并对中国近代以来的历史发挥着根本性的影响.国家未来发展目标的实现,也有赖于中华民族这种社群形式的作用的充分发挥.%At the 19th National Congress of the CPC, the concept of the Chinese nation appeared in defining the theme of the conference, the connotations of the new era, the historical mission of the Party and the goals of national development. Thus, the Chinese nation has been given unprecedented prominence. Not only is such prominence the product of political decision-making but it also has a pro-found historical basis. A retrospective look at modern Chinese history will show that the issue of the Chinese nation would be highlighted and play an irreplaceable role at some critical moments, e. g. when nation-state building came to the fore, when the country was deep in crisis, when the country started reforms and opening to the outside and brought about profound social changes,and when social-ism with Chinese characteristics entered a new era. This suggests that in transition from traditional civi-lization to modern civilization, the Chinese nation, as a form of community, is not only an important cultural resource but also an indispensable organizational resource. Its formation and development are inevitable and have exerted a fundamental influence on the history of China since modern times. Only when the role of the Chinese nation as a form of community is brought into full play will China realize its development goals in the future.
