摆手舞作为土家族代表性的民族传统体育活动,2006年已被确定为非物质文化遗产加以保护,经过5年的发展,现实状况令人堪忧。文章从恩施州利川市摆手舞的现状入手,结合非物质文化遗产保护与传承的核心因素进行归纳和分析,认为传承人是摆手舞保护的前提,公众参与是摆手舞传承的基础,政府扶持是摆手舞发展的外延,并提出了构建传承人的保障机制、激发公众的文化自觉、明确政府的工作职责的发展路径,使摆手舞文化的保护与传承步入有序的轨道,为其他非物质文化遗产的可持续发展提供参考和借鉴。%Hands-waving Dance is representative of the Tujia traditional sports activities,2006 was identified as intangible cultural heritage protection.After five years of development,the current conditions is worrying.In this paper from Enshi Prefecture Lichuan City Hands-waving Dance present situations,Combination of intangible cultural heritage protection and inheritance of the core factors are summarized and analyzed,Studies suggest that successors is protected premise,public participation is the base of the inherit,government support is the development of the extension,then the study proposes the development path of establishing mechanisms to protect successors,stimulate the public＇s cultural awareness,clear responsibilities of the Government＇s work,promoting Hands-waving Dance culture protection and succession into the orderly orbit,for other intangible cultural heritage to provide sustainable development reference.
