引导、管控、行动——总体城市设计实施路径辨析

摘要

The execution of developing an overall urban design framework usually faces problems such as complicated goals and lack of understanding of the relationship of goals adn implementaion approaches.Overmphasis on operational factros of the guidlines by quantitative measurement and underestimate of guiding and action plan factors generate a less ideal result.An implementation system consisted of guiding,control and action factors are necessary to developing an overall urban design framework.%中国总体层面城市设计的目标较为复杂，由于对总体城市设计的需求与实施路径之间的相互关系研究不足，总体城市设计难以发挥其应有的效用。总体城市设计通常存在如下问题：轻视引导性内容，不重视行动计划，而过多地希望导则的可操作性，尤其希望通过量化的方式来加强其实施性，但是效果并不理想。通过分析总体城市设计的实施路径及其与设计目标的关系，构建“引导－管控－行动”相结合的实施方法体系，可以有效地推动总体城市设计工作的顺利开展。
