基本消费支出视角下的“支出型贫困”研究--以江苏省为例

摘要

随着贫困研究的深入，“支出型贫困”越来越受到社会和学者们的关注。从基本消费支出的角度来看，“支出型贫困”就是某一群体维持基本生活的消费支出大于其可支配收入，基本消费支出与可支配收入的比值则可以定义为“支出贫困指数”。利用江苏省2003-2012年的相关数据，通过实证研究可以发现，“低保”群体依旧需要特别关注，其支出贫困指数远高于1并且还存在小幅提高的趋势；边缘困难群体的抗风险能力，其“支出贫困指数”略高于1，需要通过完善社会保障制度、制定和实施发展型社会政策等方法提高边缘困难群体的抗风险能力。%More and more scholars pay attention to the expenditure type poverty. "Expenditure type poverty”means that maintaining basic living spending is more than disposable income based on the basic expenditure. The ratio of basic expenditure and disposable income is defined as“basic expenditure index”. Based on 2003-2012 data of Jiangsu Province,we can find that the minimum living security people Still need special attention,whose basic expenditure index outclass 1 ,even slightly rise;the basic expenditure index of edge of poverty groups slightly more than 1. so that,perfecting social security system,implementing social policy for development,designing temporary assistance plan and so on could improve the anti-risk ability of edge of poverty groups.
