“机敏”级潜艇设计和建造的经验教训

摘要

UK Astute submarine program has been delayed a long time and has seen a sharp rise in cost,which is an important lesson in the history of submarine development for UK Royal Navy. In this paper, problems and reasons arisen in this program are discussed, by reviewing Astute submarine's design, building, test and delivery. At last, measures and findings for Astute submarine program management during designing and building process are summarized, which have reference effect for overarching design of our ship equipments program.%英国“机敏”级潜艇项目严重拖期,成本大幅上涨,使英国为此付出了巨大的代价.本文从项目管理的角度,剖析了“机敏”级潜艇在设计、建造、测试和交付等方面出现的问题及其原因,得出了“机敏”级潜艇在设计和建造中的经验和教训,对我国舰船装备研制管理顶层设计具有一定的参考价值.
