装备采购合同履行绩效评估研究

摘要

随着装备采购制度改革的不断深化，合同履行监督管理方式也随之调整。论文首先对影响装备采购合同履行绩效的因素按不同的标准进行分类，并在此基础上结合装备采购制度的特点，科学地设计操作性强的指标体系，然后结合指标体系运用模糊综合评估法对合同履行绩效进行评估，并进行了实证研究。%With the continued reform of equipment procurement system, the system of contract supervision and man‐agement also is adjusted accordingly. Factors that affect the performance of the implementation of equipment procurement contract are classified according to different standards. On this basis, combined with the characteristics of equipment pro‐curement system, the workable index system has been designed. The performance of implementation of naval equipment pro‐curement contract has been evaluated and demonstrated by using fuzzy comprehensive evaluation method.
