Combining with the characteristics of alpine mountain border closure control action task ,PCA method is used to organ-ize mutation index system ,and mutation series system bifurcation equation is used to a formula ,and a simulated evaluation of alpine mountain border closure control action is completed ,and the scientific guidance is provided for alpine mountain border closure control .%结合高寒山地边境封控行动的任务特点，应用 PCA 法组织突变指标体系，确定突变系统类型，使用突变系统分歧点方程导出归一公式，提出 PAC-CAM 综合评估方法，对高寒山地边境封控行动方案进行了模拟评估，为指导高寒山地边境封控行动提供了科学依据。
