Drawing lessons from the experience of EU Strategic Investment Fund, it is suggested that the Yangtze River Delta Integrated Development Investment Fund should explore and establish a standardized project evaluation framework, which should include the economic benefit expectation of the project, the profit and loss analysis of all parties, etc., as an important basis for decisionmaking, all regions and all investment projects should be strictly observed and no special cases can be found;make extensive use of the strength of professional institutions which can be selected from the expert pool with industry qualifications hired by the government, or directly entrusted to a third party through public bidding;ensure transparency and openness of decision-making information, establishing the official network of the Yangtze River Delta Integration Investment Fund, timely publish the evaluation progress and information of investment projects, and utilize public supervision to promote project implementation.%借鉴欧盟战略投资基金的经验,建议长三角一体化发展投资基金探索建立一套规范的项目评估框架,评估内容应包括项目的经济收益预期、各方损益分析等内容,作为决策的重要依据,所有地区、所有投资项目都需严格遵守,不能执行特例;广泛利用专业机构的力量,可从政府聘请的拥有行业资质的专家库中挑选,也可通过公开招投标,直接委托第三方机构;保证决策信息的透明公开,建立长三角一体化投资基金官网,及时公布投资项目的评审进度和信息,利用公众监督,推动项目落实.
