上海产业技术创新指标体系的设计与评价

摘要

按照上海产业技术创新指标体系设计的原则与依据，指标体系可设计成4个层次：一是产业技术进步指数，是从顶层反映和评估产业创新状况和趋势的综合性指标。二是一级指标，分别反映和评价创新资源获取、成果运用、成果推广和效益效应等方面。三是二级指标，对4个一级指标的内容进一步细化分解。四是三级指标，对二级指标细化分解到能从有关资料中直接采集得到或只经过简单整理、计算处理的基本指标数据。根据测算结果，上海产业技术进步分别存在着3个优势和3个劣势。可以预测，2015年上海在产业技术创新完整指数与比较指数的比值将为1．25，比2010年提高4个百分点，上海在高端和新兴技术进步领域的优势将进一步扩大。%The index system can be designed into industrial technology, first level index, second level four levels, which includes index of advances in index and third level index.
