上海郊区新城建设状况评估

摘要

目前，上海郊区新城建设步伐进一步加快，但建设进展参差不齐；新城功能培育受到普遍重视，但尚无功能真正健全的新城出现；各大新城都在力求实现其城市基本定位，但发展态势表现不一。新城建设中出现一些共性问题，如未能充分体现“紧凑型城市”规划理念、聚焦重点建设不足、产城融合程度尚不理想等。上海应努力克服当前存在的共性问题，认真回应新城建设中的迫切诉求，进一步提升认识、聚焦重点、有序推进，推动郊区新城真正成为面向长三角地区、强化和拓展上海城市功能的市域城市群。%TheinvestigationshowsthatthepaceofShanghaisuburbsconstructionaccelerates further,buttheprogressisuneven.Althoughgreatattentionhaspaidtonurturanceofthenewtown, thereisnorealsoundfunctionnewtown.Newtownsstrivetoachievethebasicorientationofthecity andshowdifferentdevelopmenttrends.Therearesomecommonproblemsintheconstructionofnew town:Theplanningconceptofcompactcityisnotfullyreflected.Notenoughattentionhaspaidtokey construction.Theintegrationofindustryandnew townisntideal.Shanghaishouldovercomethe commonproblems,responsetotheurgentdemandsofnewtownconstructionseriously,furtherenhance cognition,focusthekey,advanceinorderandpromotethenew towntogrow intotheurban agglomerationincitywhichcanstrengthenandexpandthefunctionofShanghaitoYangtzeRiverDelta region.
