In the process of promoting the implementation of innovation and entrepreneurship policy in Shanghai,there are some problems such as high cost of talent residence,imperfect talent evaluation mechanism,insufficient incentive mechanism,lack of talent training mechanism and defects in policy introduction.In order to solve the above problems,it is suggested to reduce the cost of residence and optimize the living environment of talents,so that all kinds of talents should take root in Shanghai;improve the talent evaluation mechanism,promote talent classification evaluation,optimize the talent assessment environment;allow universities and research institutes to obtain scientific research achievements into gains,and part-time salary,they allow entrepreneurship,leading scientific and technical talents to the enterprise cluster;improve personnel training mechanism,gather talent innovation at home and abroad to create high-end talent gathering area;break the policy obstruction to ensure policy implementation.%上海在推进落实创新创业人才政策过程中,存在人才驻留成本高、人才评价机制不完善、激励机制作用未充分发挥、人才培养机制尚不健全、政策出台本身存在缺陷等问题.针对以上问题,建议降低驻留成本,优化人才居留环境,使各类人才在沪扎根;完善人才评价机制、推进人才分类评价,优化人才评估环境;允许高校、科研院所获取科研成果转化收益,允许兼职兼薪、离岗创业,引导科技人才向企业集聚;健全人才培养机制,集聚国内外人才创新创业,打造高端人才聚集区;突破政策梗阻、保证政策落实.
