上海自贸试验区运行三周年评估研究

摘要

上海自贸试验区通过3年制度创新,实现了在保证安全、风险可控条件下,国家深化改革开放战略创新所需的重点难点问题突破,为我国参与国际贸易新规则的制定提供了实践经验.上海自贸试验区以重大制度基础设施构建为主线,以信息化集成为手段,构建了比较完整的投资、金融、贸易监管制度和便利化体系,充分体现了国家治理技术的现代化、国家治理制度的法制化.上海自贸试验区重大制度创新在全国的可复制和推广,为全国开放型经济新体制建设和进一步对外开放提供了有效制度供给.%Through three-year institutional innovation, Shanghai pilot free trade zone has broken through the crucial and difficult problems while achieved security assurance and risk control, which offers practical experience to China in formulating new international trade rule.Shanghai pilot free trade zone regards the major institutional infrastructure construction as the main line, by means of contemporary integrated to build complete investment, finance, trade supervision system and facilitation system, which fully embodies the modernization of governance technology and legalization of national governance system.Institutional innovation in Shanghai pilot free trade zone can be copied and popularized in whole country, which provides effective institutional supply for China's opening economy system construction and further opening to the outside world.
