复杂产品系统创新的项目招投标博弈模型构建与分析

摘要

The key to make CoPS innovation project success is that a suitable system integrator can be selected. According to our country's relevant regulations of "The Law of Invite Public Bidding", combining the current problems of project ten-dering & bidding with CoPS innovation project's characteristic and using game theory, this paper builds CoPS project ten-dering and bidding as well as among bidders' game models on the tender stage. These models can solve the phenomenon of adverse selection or pursuing excess profit, by colluding to raise the price which posed by information asymmetry, and can choose the system integrator which makes the CoPS innovative user get the largest future earnings.%选择合适的系统集成商是复杂产品系统(COPS)项目创新成功的关键.根据国家“招投标法”相关规定,结合当前项目招投标存在的常见问题及CoPS项目创新的特点,运用博弈论思想,构建了CoPS项目招标阶段招标人和投标人以及投标人之间的利益博弈模型,该模型能很好地解决招投标人之间由于信息不对称而产生的逆向选择,或者串通抬高标价而追逐超额利润的围标现象发生,并能选择使CoPS创新用户未来收益最大的系统集成商中标.
