Industry transfer is inter-regional movements of production factors. Along with economic development, in order to promote regional industrial structure adjustment, the eastern regions with rising cost pressure needs an industry transfer to the central and western regions in theory. But the phenomenon of large-scale industry transfer has not yet marked. One important reason is that with the rising labor cost in eastern regions, it generates the need for capital and technology replacing labor, and the need depends on the capability and environment of technical innovation. Based on the comparisons of the technical innovation capabilities between eastern and central regions and the measurement of technical innovation effect on industry transfer, we find it has retardation on industry transfer that the different technical innovation capabilities between eastern and central regions.%产业转移是区域间各种生产要素的流动.随着经济发展,东部地区在成本和区域产业结构调整压力下,产生了向中西部地区进行产业转移的需要.但这种大规模产业转移现象未明显出现,主要原因之一是东部地区的劳动力成本上升,产生资本技术替代劳动力的需要,而这种替代性受技术创新环境和能力的影响.通过对东部和中部技术创新能力的比较,测度技术创新对产业转移的影响,提出东部和中部地区的技术创新能力差异对产业转移具有迟滞作用.
