知识二元性视角下的创新型科技人才政策研究

摘要

The talent is the primary resource and essential to scientific and technological innovation. Introduction and cultivation of innovative talents are an important task to build an innovative nation. In view of the duality of knowledge, implicit and explicit, the talent policy should be oriented by talent comprehensive capacity. And the strategic goals of the policy are human capital accumula-tion and innovative ability enhancement through introduction promotes cultivation. Structurally, this paper fist divided scientific and technological talents into four categories by the duality of knowledge and the technological level where the industry they are engaged in. Then the talent policy model on SECI knowledge translation is introduced. lastly, some directions, measures and recommenda-tions are proposed.%　　人才是第一资源，是科技创新的第一要素，引进和培养创新型科技人才是建设创新型国家的一项重要工作。鉴于知识二元性特征及其转化机制，科技人才政策应以提高人才的综合能力为导向，以引进促进培养为策略，以实现积累人力资本和提高产业创新能力为战略目标。根据知识二元性特征和产业技术水平两个指标，将创新型科技人才分为4类，并构建基于知识转化的科技人才转型模型，而后提出系统的人才政策导向以及相应的对策建议。
