军民融合深度发展的科技协同创新体系研究

摘要

Civil Integration(CMI) technology of collaborative innovation ,is not only to fully rely on science and technology innovation ability of the national defense scientific research institutions ,but also the overall national civil science and tech‐nology in the field of innovation resources ,realize the interactive coupling of two system ,is the expansion of sublimation and boundary of traditional cooperative innovation connotation .But CM I technology collaboration stride across military and civil ,must deal with the boundary and function of the national defense scientific research institution ,a clear under‐standing the role of fusion in collaborative innovation platform and mechanism ,respect the objective law of the develop‐ment of science and technology innovation ,can play a synergistic innovation spillovers of CM I technology .%军民融合科技协同创新既要充分依托国防科研机构的科技创新能力，又要统筹国家民用科技领域的创新资源，实现两个体系的互动耦合是传统合作创新内涵的升华和边界的拓展。但军民融合科技协同跨越军地，必须处理好边界和国防科研机构的功能定位问题，清晰认识协同创新平台和机制在融合创新中的作用，尊重科技创新发展的客观规律，充分发挥军民融合科技协同创新的溢出效应。
