智库是国家软实力和话语权的代表,在全球化进程中发挥着重要作用,日益受到党和国家的高度重视。然而,现阶段我国智库国际影响力亟待提升,表现在创新理论不足、国际研究视野不够开阔、缺乏有影响力的国际输出等方面,其原因既有主观意识,也受客观条件的影响。而海归人才在人才分布、专业构成以及对国际研究语境的熟悉程度、第一手资料收集及智库国际化管理等方面独具优势,可以弥补现阶段智库的不足。因此,从协同理论视角出发,打造多元主体非线性、多角色、网络化、开放性智库内外协同机制,并从管理机制、评价体系和搭建协同平台入手,促进海归人才回归,是提升现阶段智库国际影响力的有效途径。%Think tank is composed of national soft power and discourse ,play an important role in the process of globaliza‐tion ;is highly valued by the Party and State .How ever ,the think‐tank international influence in the present stage of our country needs to be improved ,in the performance of the international influence of the innovation theory is insufficient ,the international study of narrow vision ,lack of international talent flow and lack of influential international output .T he rea‐sons are not only the subjective consciousness ,also have the objective conditions influence .While returnees talent unique advantages in personnel distribution ,professional structure and on the context of international research familiar with first hand information degree ,and collection of the think‐tank ,internationalization management and so on ,you can make up for deficiencies in the present stage tank .Therefore ,starting from the perspective of the theory of building collaborative , multi subject ,multi role ,nonlinear networked ,open think‐tank internal and external cooperation mechanism ,and from the management mechanism ,evaluation system and build a collaborative platform to start ,promote into returnees talent , is the effective w ay to improve the present stage think‐tank international influence .
