R D两面性、技术引进与浙江省高技术产业全要素生产率增长

     

摘要

This paper firstly evaluates the total factor productivity (TFP) of high‐tech industry in Zhejiang province with DEA‐Malmquist index method ,and then tests the effect of two faces of R&D ,technology import on high‐tech industry TFP growth in Zhejiang province by using first‐order difference model and weighted least squares method .The paper finds that :During 1998‐2012 ,the overall T FP of high‐tech industry in Zhejiang province is low er than national average ,it's total‐ly in the state of negative growth due to low contribution of technology progress ;The positive effect of R&D innovation ca‐pability on high‐tech industry T FP in Zhejiang province is not statistically significant ;Both R&D absorptive capability and technology import have significant negative effects upon high‐tech industry T FP in Zhejiang province ,and R&D absorptive capability can't complement with technology import .The implication of the paper is that :high‐tech enterprises in Zhejiang province ,especially the main force‐small and medium sized high‐tech enterprises ,need to fully implement the strategy of in‐novation‐driven development ,to fully carry out the"independent R&D as the main ,w hile technology import as supplemen‐tary" tactic ,to continuously increase R&D investment ,then heavily improve R&D innovation capability and absorptive ca‐pability .%基于DEA‐M almquist指数测算浙江省高技术产业全要素生产率,运用一阶差分模型和加权最小二乘法检验了 R&D两面性、技术引进对浙江省高技术产业全要素生产率增长的影响。研究发现:1998-2012年,浙江省高技术产业全要素生产率整体低于全国平均水平,处于负增长状态;R&D创新能力对浙江省高技术产业全要素生产率促进作用不显著,而R&D吸收能力和技术引进抑制作用显著,其吸收能力未能与技术引进互为补充共同促进浙江省高技术产业全要素生产率增长。研究结果表明:以中小型高技术企业为主的浙江省高技术产业急需全面推进创新驱动发展战略,继续以自主R&D为主、技术引进为辅,持续加大R&D投入,增强R&D创新能力和吸收能力。
