政府人才政策、人才需求与初创企业成长绩效--基于扎根理论的实证研究

         

摘要

中国经济进入新常态后,初创企业面临的市场环境越加不确定,初创企业如何在不确定性环境下实现高速成长是值得研究的问题。选取南京市3家高科技初创企业的成长案例,运用扎根理论对该市政府实施的人才政策及3家高科技初创企业创始人的访谈资料进行编码,最终构建了高科技初创企业成长绩效提升路径理论模型。研究发现,高科技初创企业在成长过程中可将人才需求与市级政府实施的人才政策进行匹配,寻求市级政府的支持与帮助,找出限制自身成长的瓶颈,并通过整合资源实现科技创新,从而不断提升自身成长绩效。%China's economy has entered a"new normal",the market conditions of start-up enterprises have become more uncertain.Under such circumstances,how to realize the high-growth is an important question to be studied.Build an up-grade path model to enhance growth performance of high-tech start-up enterprises by using grounded theory to coding the data of government talent policy implement and the interview of three high-tech start-up enterprises in one city which is our choice.Based on this,high-tech start-up enterprises can match their talent demands up to the talent policy of city-level government,and then seek the city-level government's supports.This can help high-tech start-up enterprises to find bot-tleneck of growth,and integrate resources to carry out innovation,in order to promote growth performance constantly.
