正负面清单视角下贸易开放度与制造业行业创新绩效

摘要

By quantifying the < Foreign Investment Guidance Catalogue > ‐ "positive list" and the FTA's "negative list"management mode ,this article analyze the innovation performance of the industry through FGLS estimation method from a policy perspective .The results show that the increase of trade openness will promote the innovation performance of as‐cension ,and the promotion effects are different between three types of industry‐( labor‐intensive ,capital‐intensive and technology‐intensive) .In addition ,the promotion of positive list on innovation performance is better than the negative list , especially in technology‐intensive industries .Finally ,the article put forw ard the corresponding suggestions on the current problems existing in the negative list .%从政策角度出发，通过对《外商投资产业指导目录》“正面清单”管理模式和自贸区“负面清单”管理模式进行量化，使用 FG L S估计方法，对行业创新绩效进行了分析。研究结果表明，贸易开放度的提高有利于促进创新绩效的提升，并且对劳动密集型、资本密集型和技术密集型3种类型行业的提升效果存在差异。另外，相对于正面清单，负面清单的实施能更好地促进创新绩效提升，尤其对于技术密集型行业。最后，针对当前负面清单可能存在的问题提出了建议。
