Industrial upgrading paradigm is transforming from closed gathering into open collaboration .Cluster system in‐creasingly seeks to establish contact with the external part ,which makes the form of risk more complex .In the open sys‐tem ,industrial upgrading is developed from the interaction of internal function collaboration and external value collabora‐tion in cluster .Traditional aversion mechanism can't effectively release value collaborative risk which causes two aspects of damage ,including the direct shock to innovation collaboration and the linkage impact on service networks .Accordingly ,it's necessary to design resolving solution based on operation mechanism of the collaborative risk .Following the thinking of ordered led by collaboration ,the meaning of religion is added to the concept of collaborative risk w hich serves as the ex‐tends for the within and inter industry .By building the four‐step mechanism ,both internal and external collaboration are achieved simultaneously in cluster ,thereby climbing the value chain steadily and promoting industrial upgrading .%产业升级范式正从封闭式集聚走向开放式协同，产业集群愈发寻求与外界建立联系，实现优势互补，使得风险形成更为复杂。开放系统下，产业升级是集群内部功能协同与外部价值协同交互作用的结果。传统风险规避机制难以有效化解价值协同风险对技术协同产生的直接冲击及对服务网络产生的联动破坏，需针对协同风险进行化解机制设计。遵循协同导致有序的思路，将协同风险的概念从产业内、产业间延伸到区域间，通过构建“四步走”化解机制兼顾实现集群内外部的协同，从而稳步攀升价值链，推动产业升级。
