环境DEA模型改进及其在城市环境绩效评价中的应用

     

摘要

在中国经济更加注重结构优化、创新驱动和可持续发展的新常态下,应用方向距离函数,构建了包含规模报酬可变和DM U 技术异质假设的非径向区域潜在产出测量模型,以城市群中的城市作为DM U ,测度了城市群的环境绩效水平,并应用MML指数评价模型评价了动态环境绩效变化情况。以国家两型社会建设综合配套改革试验区———长株潭城市群和武汉城市圈为对象进行了实证研究,发现两城市群动态环境绩效总体得到改善,潜在环境绩效主要由技术差距造成,技术缺口有扩大趋势。最后,提出了构建城市群统一技术转化和交易市场,加大对先进技术向非中心城市推广落地的支持力度,优化改革成果推广覆盖机制,加大现存落后产能淘汰、关停力度,进一步提高行业准入技术门槛等建议。%Under the background of the Chinese new normal which Chinese economy paying more attention to structural op‐timization ,innovation driven and sustainable development ,this paper applies the distance function ,including variable re‐turns to scale and DMU heterogeneity hypothesis of non radial regional potential output measurement model ,the city group in the city as DM U ,environmental performance to measure the level of city group ,and M M L index in the evalua‐tion model ,the dynamic changes of environmental performance evaluation .It selects the Chang‐Zhu‐Tan City Cluster and Wuhan City Circle national resource‐reserving and environment‐friendly society comprehensive reform pilot area as the ob‐ject of empirical studies ,finds out that the dynamic environmental performance overall two city group is improved ,the po‐tential environmental performance mainly by the technical differences ,technology gap has the trend of expansion ,conclu‐sions ,and proposes to build a city group unified market technology transfer and trade ,increase the advanced technology to promote non center city ground support ,strengthen the reform achievement promotion covering mechanism ,accelerate the elimination of backward production capacity ,shut down efforts ,and further improve industry access threshold policy sug‐gestions .
