基于研究成果相对指数分析的广东省科技管理体制创新途径研究

摘要

通过构建研究成果相对指数,从科技管理体制促进成果产出和转化的角度,分析广东省2002-2015年科技成果相对指数及其变化规律,发现广东省科技成果的投入-产出效率不高,科研质量下滑严重,技术推广以及成果转化薄弱,科研立项以及评价机制有待完善等问题,进一步探讨广东省科技管理体制的创新途径.%Through the construction of the relative index of research results,from the perspective of scientific and technological management system to promote the output and transformation of results,this paper analyzes the relative index of scientific and technological achievements and its changes in Guangdong from 2002 to 2015,finds that the input of scientific and technological achievements in Guangdong Province is not high,research quality is declining,technology promotion and transformation of the results is weak,scientific research projects and evaluation mechanism remain to be improved and so on.The paper finally explored the innovative approaches of Guangdong science and technology management system.
