Through integrating the background, main contents and guiding principles of"Draft WHO Global Disability Action Plan 2014-2021", this paper summarizes its characteristics, and com-bined with the current situation of special education in China, analyzes its enlightenment to the education objects, means and ways of special education in China.%通过对世界卫生组织2014-2021年全球残疾问题行动计划草案的背景、主要内容、指导原则的解读，梳理其特点，并结合我国特殊教育的现状，分析得出其对我国特殊教育的教育对象、教育手段、教育途径均有较强的启示作用。
