区域知识产权战略实施绩效评价指标体系研究

摘要

借鉴国内外战略绩效评价理论与实践，认真研究了《国家知识产权战略纲要》实施绩效指标体系。根据知识产权活动过程的特点，结合知识产权战略的关键特征，探讨了知识产权战略实施绩效的主要影响因素。通过设计知识产权战略实施的进程类与效果类指标，针对测度特性的软指标与硬指标，解释各级指标设置的意图和计算方法。%Based on the strategy performance evaluation theory, this article focus on performance evaluation index system of“Outline of National Intellectual Property Strategy(NIPRS)”. At the first, this paper analyses the characteristics of intellectu-al property activities, find out the key features and main factors which have effect on the performance of NIPRS. Then, the article designs index system including process and effect, soft and hard indicators for measuring characteristics, explains inten-tions why set those indicators at all levels and provides calculation methods. It’s necessary to study performance evaluation index system for evaluating implementation performance of regional intellectual property right strategy. It wills promotes the realization of strategic objectives.
