澳大利亚自2000年到2012年已参加了5轮的PISA测试,但从结果分析来看,历年来的成绩一直呈下降趋势。为此,21世纪以来澳大利亚政府在基础教育方面进行了一系列改革,如实行全国统一的教师标准,制定统一课程大纲,提高教师质量,改革拨款政策,在改革思路上体现了从“追求质量”向“强调公平,追求卓越”的转变。但澳大利亚PISA2012的成绩再次不理想也引起社会各方对基础教育改革的有效性产生疑问,在执行教育政策的持续性和实践层面都存在需要改进的地方。%Australia has attended PISA test since 2000. However from the analysis of the results, a declining trend has been going on about the Australian students’ performance in the five cycles of PISA test. Based on the issues and analysis from the PISA results, in the 21st century, Australian government has made a series of reforms such as carrying our National Professional Standards for Teachers, making policy of national curriculum and improving teacher quality and funding policy. The reforms have relfected a focus change from education quality to the pursuit of both equity and excellence. But that the 2012 PISA result was again not satisfying has caused some debates and concerns about the efifcacy and efifciency of Australian government’s reforms on basic education. There are still a lot of improvements in the consistency of carrying out the policies and practice of these reforms.
