天津港东疆港区从2002年启动建设至今10 a间，由一片浅滩发展成为建设天津北方国际航运中心的核心功能区，在开发建设方面积累了丰富的经验。通过东疆港区开发建设历程的回顾与分析，总结出政策支持是先导、体制机制创新是核心、规划超前是保障、建设高效是基础的4点经验，并结合四点思考和存在的不足对东疆二岛开发建设进行了展望。%Tianjin Port Dongjiang Harbor that has been constructed since 2002 is now the core functional area in the construction of Tianjin northern international shipping center,and rich experiences have been accumulated in harbor development and construction. By reviewing and analyzing its history,the successful experiences are refined as four points,i.e. policy support as the leading one,organization innovation as the core,planning ahead as the safeguard,and the high-efficiency of construction as foundation. The development and construction of Nongjiang No.2 island is expected according to the above four reflections and the existing shortcomings.
