层次分析法（AHP）在港口空间布局规划中的应用

摘要

Ningbo Zhoushan port has been taken as an example to deeply analyze nineteen harbors from the aspects of development foundation, space, environment and different positions in comprehensive transportation system. The analytic hierarchy process (AHP) is used to carry out quantitative analysis and evaluation, creatively put forward harbor hierarchical layout for guiding the layout plan of port space. The research results will further the reform of investment and financing system in the industry of transportation, help constitute the plan of dividing powers between China central and local governments. In addition, the results will play an important role in the approval of port planning, the orientation of investment by China central government, streamlining the administration and delegating real powers to lower levels.%本文以宁波－舟山港为例，深入分析19个港区的发展基础、发展空间、发展环境及在综合运输体系中地位的差异，采用层次分析法（AHP）进行定量分析与评价，创造性地提出港区分层次布局，指导港口空间布局规划，为深化交通运输投融资体制改革，研究制定中央与地方事权划分方案提供重要支撑，对港口规划审批、中央资金投向、落实简政放权都具有十分重要的意义。
