中国模式下的'全球化城市'营造:广州经验

摘要

广州的城市国际化模式揭示了一种政府营造"全球化城市"的"中国模式".研究表明,广州的全球化道路具有鲜明的地理及历史特色,广州的全球化营造更多地体现为一项政府工程,是在制度激励下,地方政府为城市转型升级而进行持续性空间生产(制度空间、物质空间)的过程.广州的实践说明,城市营造"全球化"的路径是可以选择的,可以通过尺度重组,空间重构,设施提升和事件推动,实施主动规划,从而不断跨越国际化发展"门槛".%In this case study of Guangzhou, we examine a China model of globalizing city making that featured by a state-oriented regime. From a historical and panorama perspective, it argues that the pathway of Guangzhou towards the globalizing city is based on Guangzhou's distinguished history and geography. However, it is de facto a state project. Guangzhou dsing can be mainly taken as an ongoing process of state-oriented space production against a remarkable institutional encouragement to break the bottleneck of local developments.With a series of subjective strategy arrangements such as spatial rescaling, spatial restructuring, facility upgrading and the host of mega-events, Guangzhou government successfully governed process of globalization.This therefore suggests that the route of globalization for cities is manageable, govemable and controllable.
