The regulatory plan for the area including the South and Wenchang gates in Xi'an uses an analysis of cultural values, population density, and traditional house styles and typology. It calls for the continued use of traditional style houses, street spaces, and building height limits to preserve the landscape while developing tourism. A combination of rigid and flexible planning indices both preserves and reestablishes the area's historic cityscape which blends into the general cityscape of Xi'an.%西安市南门-文昌门地段控制性详细规划遵循保护与更新、城市设计引导的规划原则,侧重于对区域文化价值、人口密度、传统民居类型与风格进行分析.在总体风貌控制层面,规划注重延续传统民居风格、恢复传统街巷空间、控制传统建筑高度、保护传统绿化空间及利用传统旅游环境;在地块指标控制层面,采用地块划分、弹性规划、强制性指标与指导性指标等方法,适度重建、恢复该地段的历史风貌,使其与老城区及西安城市总体风貌相协调.
