城市设计实施中多元利益博弈的协调研究-以广州番禺万博商务区城市设计调整为例

摘要

In urban design implementation, the different stakeholders make a complicated game, and the game wil decide the efficiency of design implementation. China’s design is stil in a unsatisfactory situation because of the missing of legal status and the disjointed management system. The paper take Wanbo business district of Panyu, Guangzhou as an example, researches how to use the design as an goal and method to coordinate the diverse interests of the game, and construct a good management system and law system, enhances the urban design status, comes true the win-win among government, public and developers.%在城市设计实施过程中，不同利益相关者围绕自身诉求展开复杂的博弈，城市设计参与主体之间的利益博弈往往决定了城市设计运作的最终成效。目前我国的城市设计存在法定地位缺失、与现行管理体系脱节等问题，其运作实施效果并不理想。研究以广州番禺万博商务区为例，探索在城市设计实施过程中，如何将城市设计作为目标和手段来协调多方利益，并通过建立健全的管理机制和完善的法规体系，加强城市设计在管理中的地位，从而最终实现政府、公众与开发商等多方的共赢。
