This paper introduces the characteristics of VoIP telecommunications fraud,working principle,and the use of VoIP software changed working principle,reveals the main means of telecommunications fraud,finally puts forward the measures that should be adopted in normal operation.%本文介绍了电信诈骗的特点、VoIP工作原理，以及利用VoIP软件改号工作原理，揭示了电信诈骗的主要手段，最后提出了正常经营应采取的措施。
