20世纪80年代以来中国土地出让制度的绩效分析及对策建议

     

摘要

文章基于土地制度对经济发展影响机理的分析,认为土地制度主要通过外部性内部化、激励与约束、资源配置等方式影响经济发展,据此,阐述了自20世纪80年代积极推进城镇化、工业化发展以来中国土地出让制度发展的阶段性特征。并将土地出让制度变量纳入经济增长模型,初步评价了中国土地出让制度实施与改革对于经济增长的贡献,结论表明,中国土地出让制度自实施以来所产生的制度绩效相当于2011年当年G D P的6.58%。但由于地方政府的土地财政依赖,也影响了中国土地出让制度运行对于经济增长的持续性贡献,文章提出了建立多元化财政“支柱”机制、城市重点重大项目回报机制、土地产权主体的城镇化红利分享机制等后土地经济应对策略。%Based on the mechanism analysis of land system to the economic development, the paper pointed out that land system affects economic development mainly with internalization of externality, incentive and constraint, allocation of resources, etc. Accordingly, the paper stated the stage characteristics of Chinese land transfer system since the 1980s promoting urbanization and industrialization development. Then taking the land transfer system variable into economic growth driving force model, the paper evaluated the contribution of Chinese land transfer system’s implementation and reform to economic growth preliminary. The conclusion showed that the system performance of the implementation of Chinese land transfer system is equivalent to 6.58% of GDP in 2011. However, local governments’ dependency on land ifnance had also affected the sustainable contribution of the operation of Chinese land transfer system to economic development. At last, the paper proposed some coping strategies to post period of land economy, including establishing the "pillars" mechanism of diversiifed ifnancial, the reward mechanism of urban major and key projects, the urbanization dividend sharing mechanism of owner of land property rights, and so on.
