Under the rapid development of urbanization and mechanization, our scarce land resources cannot meet the continuous increasing demand of the public to improve life environment quality and expand activity space. The concept of“Constructing Garden City”has been made a basic state policy of Singapore, which has made remarkable achievements in the past 40 years. By introducing the related policy laws and regulations and all kinds of design characteristics of“sky garden”in Singapore, the enlightenment on planning and design of our urban“sky garden”, especially the roof garden from the aspects of policy, law, technology, management, details and other aspects is summarized, which will provide reference to the development of green architecture in our country.%在城镇化和机动化高速发展的背景下，我国稀有的土地资源已无法满足公众对于改善生活环境品质和拓展公共活动空间的不断增长的需求。新加坡把建设“花园城市”作为基本国策，40年来成就瞩目。通过介绍新加坡“空中花园”的相关政策法规以及各类空中花园的设计特点，从政策、法律、技术、管理、细节等层面探讨了对我国城市空中花园，尤其是屋顶花园规划设计的有益启示，以期为我国绿色建筑发展提供参考依据。
