基于多元主体利益博弈的跨界冲突-协作研究--以广珠铁路为例

     

摘要

随着市场化进程和分权改革的推进,政府部门、市场主体和社会力量成为城市与区域空间的三大利益主体,在地方经济的活动空间显著增强。随着区域转型中形成的地方政治社会分化,在市场机制作用和地区利益驱动下,多元主体在各种利益诉求和资源攫取上展开激烈竞争,导致城市与区域发展的种种问题、冲突和矛盾围绕着利益这一主题进行交织与渗透,并在多元主体参与的跨界事务中被聚焦和放大,使跨界活动领域成为多元主体利益博弈最为集中的领域。通过对广珠铁路案例中三个建设阶段多元主体利益博弈过程的深入分析,探讨不同层级政府部门、市场主体和社会力量等多元主体在跨界冲突—协作中的角色和地位,以及多元主体对利益的认识过程,并构建了多元主体利益博弈的跨界冲突—协作C3I模型。%Regional development in China is becoming extremely complicated due to the market reform and economic decentralization, the state, market and society have become three driving forces in urban and regional transformation in China. Their roles have become increasingly important in shaping territorial socio-economic spaces. Along with the deepening of local socio-political differentiation, various agents, who are market-driven with vested interests, compete aggressively with each other for their own beneifts and resources. This results in a range of urban and regional problems. Confrontations and contestations are pervasive and intensiifed especially in interjurisdictional issues which involve multiple agents. Using Guangzhou-Zhuhai Railway as an example, this paper investigates the bargaining process among various agents during the three phases of this project. It explores the roles and interests of government agencies, market actors and social forces at different geographical scales. The paper ends with an attempt to construct a C3I model which can be used to depict the multi-agent bargaining process of interjurisdictional conlficts and coordination.
