电力应急指挥系统的应急保障能力建设分析

         

摘要

电力系统突发事故涉及环节较多且波及很快,传统电力应急指挥系统采用上传下达模式,导致系统反应不够迅速,浪费应急处理时间,不能快速有效地恢复供电,因此,设计一种电力应急指挥系统,系统由便携移动应急终端、通信网络服务设备、中心管理平台和客户端设备4个模块构成,包括应急预警和预测功能、应急预案管理功能、信息汇集功能、辅助决策功能4大功能模块。系统以尽可能快地恢复尽可能多用户的供电为目标,通过应急优化调度使失电用户的总停电损失达到最小,完成应急保障能力建设分析,给出系统应急优化调度的关键代码。实验结果表明,所设计系统恢复供电时间和用户停电损失均较低,具有较高的应急保障能力。%The accident of electrical power system involves many links and has fast spread speed. Since the traditional elec⁃tric power emergency control system has slow response speed and long emergency processing time,and can’t rapidly and effi⁃ciently restore the power supply due to the from up to down transmission mode,an electric power emergency control system was designed. The system is composed of portable mobile emergency terminal,communication network service device,center man⁃agement platform and client modules,including the four function modules of emergency early⁃warning and forecasting,emergen⁃cy plan management,information collection and auxiliary decision⁃making. The system can quickly recover power supply for the users as many as possible,reduce the user’s total losses(caused by power failure)to the minimum through the emergency opti⁃mal scheduling,complete the analysis of emergency security capability,and provide the key codes for system emergency opti⁃mal scheduling. The experimental results indicate that the designed system has less recovery time,and higher emergency securi⁃ty capability,and can make users’outage loss lower.
