基于国内外项目实践的交通基础设施建设PPP模式研究

摘要

In our country, in the transportation infrastructure construction uses PPP pattern is the general trend. Combined with the channel tunnel, London subway and the Beijing Subway Line 4 PPP project practice, summarizes the basic experience of the successful running of PPP mode, that is sure to work to all parties involved in the project to build a partnership based on compatible body, based on the sharing of the fruits of the interests of the community and based on the risk sharing in the same boat. From the project design, strengthen risk management; strengthen the legal system, four aspects of the cultivation of personnel, proposed to speed up the development of transportation infrastructure PPP mode proposal.%在我国，在交通基础设施建设中采用PPP模式是大势所趋。结合英吉利海峡隧道、英国伦敦地铁和北京地铁4号线PPP模式项目实践，总结了PPP模式成功运行的基本经验，即务必致力于将项目各方打造成基于伙伴关系的目标兼容体、基于成果共享的利益共同体和基于风险共担的同舟共济体。从做好项目设计、强化风险管理、加强法制建设、人才培养四个方面，提出了加快发展交通基础设施建设PPP模式的建议。
