上海城市综合监管平台多级数据通信传输机制的设计与实现

摘要

为进一步完善大型城市综合监管的长效机制,上海分别建立了市、区和街镇的三级综合监管平台,实现了"两级政府、三级管理、四级网络"的城市综合监管系统.在分析综合监管平台中多级数据栽体形式基础上,设计和描述了市、区和城市网格化移动监管之间协同业务流程处理的通信传输机制.该通信传输机制已在上海市多个区、县得到成功应用.%A comprehensive monitor and management platform with three layers among a city, and its districts, streets or towns had been separately constructed in Shanghai in order to perfect a controlled release mechanism for the large city comprehensive monitor and management, and a city comprehensive monitor and management system of Shanghai with characteristics of two layer governments, three layer management and four layer network had been realized. A communication transmission mechanism for cooperating with operation flow processing had been designed and described among the city, districts and urban gridding mobile monitor management in this paper based on analyzing multi-layer data supporter configurations of the comprehensive monitor and management platform. The communication transmission mechanism has been successfully applied in districts and counties of Shanghai.
