Objective: To analyze the existing problems in the management system and operation mechanism of non-government-run community health services, proposes relevant recommendations. Methods: Investigated 20 institutions by using in-depth interviews and ques-tionnaires. Results: The ratio of average ten thousand population of general practitioners, general nurses and public health physician was 4.08: 2.23:0.17, training and organizing the subject is related, two-way referral is gradually increasing, financing depends mainly on government and the payers of health service. Conclusion: Non-government community health services ought to solve continually the problems in its manage-ment and operating, to explore management system and operation mechanism for its development.%目的:分析非政府举办社区卫生服务机构管理体制与运行机制中存在的问题,提出相关对策及建议.方法:采用深入访谈法与问卷调查法对20家机构进行调查.结果:被调查的社区卫生服务机构平均每万人口全科医生、全科护士、公卫医师之比为4.08∶2.23∶0.17;培训几率与举办主体相关;双向转诊逐步开展;筹资主要靠政府拨款与卫生服务利用者付费.结论:非政府社区卫生服务机构应不断改善其管理及运行中存在的问题,探索适合其发展的管理体制与运行机制.
